Senator Bianchi Criticizes Kast’s Mega-Reform, Warning of Risks Due to Poor Legislative Strategy

The independent lawmaker questioned the "tutti frutti" structure of the National Reconstruction Plan and labeled the government's current security strategy as "disastrous."

Independent Senator Karim Bianchi has voiced his opposition to the structure of the National Reconstruction Plan, which President José Antonio Kast is set to present tomorrow in a nationwide address. The senator, representing Magallanes, criticized the Executive's plan to present a single package of measures, calling the strategy a failure of legislative technique.

Speaking onLa Tercera’s"Desde la Redacción" program, Bianchi used the term "tutti frutti" to describe the proposal. According to the lawmaker, bundling various unrelated issues into a single legislative package is a poor way to legislate and could jeopardize the approval of significant measures.

“This miscellaneous approach of bundling everything together—once you start calling something a 'tutti frutti,' it’s already off to a bad start,” the senator stated. Bianchi called for the projects to be separated, arguing that a reform of this magnitude requires specialized handling, particularly if it includes tax-related changes.

The lawmaker also expressed interest in analyzing the corporate tax cut and the potential for benefits for SMEs and the middle class. However, he warned that the stance of Minister García Ruminot—who has called the tax cut a non-negotiable priority—could prevent the administration from securing a majority in the Senate.

Criticism of Security Management

In addition to the economic reform, Bianchi, who chairs the Public Security Committee, launched sharp criticism at the government's management of public order. The legislator labeled the current state of security policies as "disastrous" and pointed to the lack of a concrete plan being presented to Senate committees.

“I requested that the security plan be submitted to the committee, starting with the committee itself, and it seems to me that there is no security plan whatsoever,” he maintained. The senator warned that mixing tax measures with security issues would be a technical error that could lead to legislative failure.

Regarding the performance of Security Minister Trinidad Steinert, the lawmaker noted that her management has been limited to responding to specific crises, such as incidents involving the PDI (Investigative Police). Bianchi used a metaphor about digging a ditch to illustrate his view on the lack of continuity in government policies.

“The ditch itself will be a failure,” the legislator declared, referring to the lack of substance in the measures the Executive is attempting to implement to curb the security crisis.
