The Telecommunications Regulatory Commission (CRT) is set to implement new restrictions for phone lines that have not been properly identified by their owners. According to a report by expansion.mx on April 22, 2026, users who fail to complete this registration will lose access to voice services, text messages (SMS), VoIP calls, and mobile data.

Under these new guidelines, unregistered lines will be limited strictly to emergency calls, citizen service lines, and contact with their mobile service provider. They will also remain capable of receiving common emergency alert protocols.

This measure directly impacts user digital security by disabling primary communication functions unless the number is registered with the holder's personal information. The inability to receive SMS will specifically affect the two-step verification systems used to protect accounts.

Digital Security Risks

The authentication process for applications like Gmail, which governs the Google ecosystem, frequently relies on receiving codes via SMS. According to the CRT, the extent of the impact will depend on each user's existing settings.

“It depends on the configuration each person has in their apps. If you use SMS-based two-step authentication, you will be affected,” the agency stated during an inquiry conducted by Expansión.

The restrictions also extend to the banking sector, where institutions often use customer service calls as a standard feature. The CRT's new guidelines prohibit both standard calls and internet-based calls for unregistered numbers.

Furthermore, the loss of mobile data access will force users to rely exclusively on hotspots or other devices to keep their applications functional.

Regarding the future of platforms such as WhatsApp, Facebook, or Instagram, Meta Mexico has not issued an official statement on how this measure will affect its services following the inquiry by Expansion.mx.
