A Targeted Operation in Valparaíso
Chilean authorities have successfully concluded a months-long investigation into a high-profile kidnapping case. On Wednesday, members of the OS9 unit of the Carabineros—the specialized investigative branch of the national police—conducted coordinated raids in the Cerro Los Placeres neighborhood of Valparaíso, leading to the arrest of two individuals suspected of orchestrating an extortion-based kidnapping in November 2025.
The suspects, identified as 23-year-old F.O.R.L. and 32-year-old R.A.O.S., are both Chilean nationals with prior criminal records. During the operation, police not only secured the arrests but also recovered clothing items matching those worn during the commission of the crime and discovered a marijuana plant on the premises.
The November Incident
The investigation stems from a harrowing incident that took place on the night of November 20, 2025, in the commune of Limache. According to official reports, the victim had traveled to the vicinity of the local cemetery under the impression that he was meeting a prospective buyer for his vehicle—a contact he had initially established through social media.
The meeting was a setup. Upon the victim's arrival, two vehicles blocked his path, and several armed individuals descended, intimidating him before forcing him into a vehicle against his will. While one group of suspects fled with the victim, others made off with the man's automobile.
The kidnappers subsequently contacted the victim’s family, issuing demands for a ransom payment. Following the payment, the victim was released and was eventually located by police in the early hours of the following morning at the El Vergel intersection, near the La Pólvora road in Valparaíso.
Investigative Breakthroughs and Legal Proceedings
The case was immediately prioritized by the Valparaíso Prosecutor's Office, which assigned the OS-9 unit to lead the inquiry. Investigators spent months meticulously analyzing surveillance footage from the area and interviewing witnesses to piece together the sequence of events and identify the perpetrators.
"The precision of the investigative work, including the analysis of local cameras and witness statements, was critical in identifying the suspects," authorities noted. Once the evidence was compiled, the Public Ministry secured the necessary arrest warrants, leading to the successful raids this week.
The two detainees are scheduled to appear before the local Guarantee Court this Thursday for their initial detention hearing. They are expected to be formally charged with extortionate kidnapping, motor vehicle theft, and physical assault. The case serves as a stark reminder of the risks associated with online marketplace transactions and the ongoing efforts by Chilean law enforcement to dismantle organized criminal groups operating within the Valparaíso region.
