While organizers acknowledged the agents would reportedly remain in a control room and not conduct street operations, participants viewed the presence as an endorsement of controversial US immigration policies. Banners displayed slogans such as “Never again means never again for anyone,” according to reports from the scene.

News of the deployment has already prompted political reaction in Rome, with Milan Mayor Giuseppe Sala stating the agents were not welcome. Interior Minister Matteo Piantedosi reportedly faced questioning in Parliament this week regarding the authorization for the security cooperation. This political fallout highlights domestic sensitivity regarding the involvement of US federal enforcement agencies.

Sources familiar with the arrangement clarified that the deployed ICE personnel belong to Homeland Security Investigations (HSI), a division typically focused on cross-border criminal investigations at international events. This unit differs from Enforcement and Removal Operations (ERO), which handles domestic immigration enforcement actions that have drawn significant domestic criticism.

Despite official assurances regarding the specialized, non-immigration enforcement role of the HSI unit, many demonstrators remained resolute in their opposition. Protesters argued that the ideological implications of ICE’s presence overshadowed the specifics of the operational mandate. They expressed discomfort with any association with the agency's broader enforcement record.

The upcoming Winter Olympics are scheduled to commence on February 6, with high-level US representation expected, including Vice President JD Vance and Secretary of State Marco Rubio attending the opening ceremony. The security details remain a point of contention ahead of the international sporting event.

Globally, such security arrangements at major events often become flashpoints for geopolitical signaling and domestic political criticism. The Milan incident underscores the difficulty international hosts face in balancing necessary security protocols with local political values and historical memory.
