President José Antonio Kast will deliver a national address this Wednesday, April 15, to announce a legislative package known as the 'miscellaneous law.' The address aims to present the Executive's new policy guidelines following its first month in office.

Marco Moreno, Dean of the Faculty of Economics, Government, and Communications at Universidad Central, noted that this milestone goes beyond a simple announcement. The academic argues that the broadcast is an attempt to stabilize public perception of the administration.

"The national address is an attempt to shape the narrative during a delicate moment," Moreno told Expreso Bio Bio.

Early setbacks for the administration

The analyst warned that the government is facing an early decline in approval ratings. According to his assessment, the drop in opinion polls reflects implementation issues within the administration.

"The government has established itself quickly, but in a disorganized manner," the academic explained.

Moreno emphasized that public approval will not depend solely on the creation of new laws or decrees. He noted that governance requires the leadership capacity to deliver direct benefits to the population.

"To win over the public, initiatives alone are not enough; leadership is required," the expert noted. He added that "people want concrete results, not just promises."

The Dean of Universidad Central identified that management failures are not stemming from external pressures. According to his analysis, the administration has made internal errors.

"All the errors have been self-inflicted, not caused by the opposition," Moreno asserted.

The challenge for President Kast lies in turning this major reform initiative into a tool for political consensus. The administration must build the necessary legitimacy to ensure the measures within the miscellaneous law can pass through Congress.

This political leadership task comes amid mounting economic pressure. Moreno noted that citizens are demanding immediate responses to the rising cost of living.
