The ongoing humanitarian situation in Gaza remains severe, with basic survival for 2.1 million people threatened by suffocating restrictions, according to a recent analysis published by Al Jazeera.

UNRWA functions as the de facto public sector for more than half the population, delivering healthcare to nearly 100,000 people weekly and sheltering displaced families in its facilities. The agency’s 11,000 staff continue operations despite immense operational hazards, including the reported demolition of seven UNRWA school compounds by Israeli forces this month alone.

Systematic barriers severely impede the agency’s response capabilities, including the prevention of essential goods from entering the territory and communication blackouts with Israeli authorities controlling crossings. Furthermore, international staff, including UNRWA leadership, have reportedly been barred from entering Gaza, hampering oversight and support for local teams.

Restrictions on so-called dual-use items are transforming basic shelter materials into contraband, directly exposing families to harsh winter conditions and rendering reconstruction efforts unfeasible. These documented obstacles suggest a pattern of dismantling the means for Palestinian survival, according to the assessment.

The denial of education rights is particularly pronounced, with approximately 700,000 Palestinian children systematically prevented from attending classes, according to the report. Before the current conflict, UNRWA provided primary education for two-thirds of affected children, capacity now largely inaccessible due to prevailing restrictions.

The systematic obstruction of humanitarian responders and the targeting of UNRWA are viewed by some observers as challenges to the international rules-based order itself. Preserving UNRWA’s operational mandate until a lasting peace is achieved is presented as a pragmatic necessity for the region's recovery.

This situation transcends the immediate crisis, becoming a test case for the viability of international humanitarian law worldwide, especially given recent findings by the International Court of Justice (ICJ). The trajectory suggests a choice between supporting established international mechanisms or allowing the systematic erosion of humanitarian access.
