Eight international non-governmental organizations (NGOs) have informed Al Jazeera they will defy Israeli mandates requiring detailed information on their Palestinian staff across occupied territories. This collective refusal follows the recent license revocation affecting 37 aid organizations and the specific banning of Médecins Sans Frontières (MSF) from operating in Gaza.

Premiere Urgence Internationale explicitly termed the data handover an "absolute red line," asserting that transmitting employee lists to Israeli authorities would place their staff’s lives at risk. Medecins du Monde also stated that humanitarian access is a non-negotiable obligation under international humanitarian law, dismissing any conditional approach by Israel.

Israel's Ministry for Diaspora Affairs and Combating Antisemitism stipulated that registration requires providing passport copies, CVs, and even names of family members for "security and transparency." Since the conflict escalation in October 2023, Israeli forces have reportedly killed over 550 aid workers within the conflict zone, according to reports cited by the NGOs.

Action Aid argued that these requirements represent a concerted effort to undermine systems supporting Palestinian life, forcing charities to accept political conditions unrelated to their core humanitarian mission. Medico International suggested the registration drive aims either to force complicity with Israeli actions or to criminalize groups that refuse cooperation.

MSF, which operates approximately 20 health clinics in Gaza and provides a significant portion of hospital bed capacity, had its license withdrawn for the period ending February 28. The group reversed an earlier agreement to register, citing a failure by Israeli authorities to guarantee staff safety and data privacy.

Experts fear this move signals a strategic effort to dismantle existing aid structures, potentially replacing them with controlled mechanisms. One volunteer surgeon noted that the destruction of the established health system necessitates increased reliance on local NGO staff, making their protection paramount.

Overall, 10 of the 37 groups contacted by Al Jazeera confirmed their refusal to submit the required staff lists, while others remained silent or were reportedly seeking dialogue with Israeli authorities to ensure aid continuity.

The broader implication suggests an escalating geopolitical struggle over the control and narrative surrounding humanitarian operations in Gaza. The standoff risks severely impeding the delivery of critical relief as these organizations face an imminent operational shutdown or forced compliance under duress.
