The International Criminal Court has ruled that former Philippine President Rodrigo Duterte is mentally competent to face pre-trial proceedings for alleged crimes against humanity, rejecting defense arguments about the 80-year-old's cognitive capacity.ICC judges announced Monday they were "satisfied" that Duterte can "effectively exercise his procedural rights" and participate meaningfully in proceedings.
